Within the framework of Spain’s Recovery, Transformation, and Resilience Plan, the dedicated incentive program CE IMPLEMENTA has been established for energy community pilot projects, both small-, medium- and large-scale. CE IMPLEMENTA's main objectives are to strengthen support for citizens, small and medium-sized enterprises (SMEs), and local entities interested in developing energy communities. It also seeks to encourage the involvement of traditionally unengaged actors in the energy sector and stimulate the development of projects in renewable energy and energy efficiency.

Funding amount

Dedicated allocation of €100 million. Funding amounts vary depending on the specific project and the technologies deployed, ensuring tailored support that aligns with each community's unique energy goals and technological requirements.

Eligibility criteria

Only energy community projects can benefit from this program, meaning that individual self-consumption, and collective/shared self-consumption schemes not established within an existing EC cannot be beneficiaries. This funding is applicable for single pilot renewable energy projects (including EE, EV charging, and demand response) that promote participation in the energy sector of actors not traditionally involved in it.

Application Process and Timeline

Applications are made through competitive calls launched by IDAE, with evaluation based on technical, economic, and environmental criteria. Decisions are typically made within 3-6 months.

So far, the program has allocated €71.79 million to 129 projects through its previous calls. These initiatives have been crucial in advancing self-consumption, energy efficiency, and sustainable mobility, setting benchmarks for future actions in the sector.
